When Harry Kelsey came to Florida to recover from pneumonia, he saw potential and began purchasing land. At the time, Munyon Island was part of the town, and Kelsey planned a golf course and resort on the island, which would be called Palm Harbor.
Lake Park, then called Kelsey City, had prosperous beginnings. The 1928 hurricane caused much damage in the area, and this was something the town struggled to recover from for a long time.
